Licence

Product registration
$15 · per brand and grade · annual · expires 31 January · $30 per product for packages of 10 lb or less, which then pay no tonnage fee; $30 if the same product is sold in both sizes. Renewal due by 1 February; registration year 1 February to 31 January. Custom-mixed fertilizer is exempt · (Md. Agriculture Code 6-207, 6-208; COMAR 15.18.03.02)
Inspection fee
$0.25 per ton · no minimum published. Packages of 10 lb or less are exempt (they pay the $30 registration); mixed-to-order product and distribution between manufacturers exempt · (Md. Agriculture Code 6-208; COMAR 15.18.03.06)

What this means in practice

Every state sets its own calendar, its own fee and its own filing route, and none of them warn you before a deadline passes. In Maryland the reporting cycle is semiannual, so the work repeats twice a year for as long as you distribute there.
