Licence

Product registration
No per-product registration fee: the label of each specialty fertilizer and soil conditioner is submitted with the licence application · (N.J.S.A. 4:9-15.8, 4:9-15.9)
Inspection fee
$0.30 per ton · on all tonnage in excess of 10 tons per semiannual statement: the first 10 tons of each period are free. No minimum. Sales between manufacturers exempt · (N.J.S.A. 4:9-15.16)
Tonnage report
Semiannual · due 30 July and 30 January · statute: on or before the end of the month following the close of each period; agency form: within 30 days · period 1 January to 30 June and 1 July to 31 December · the statute says the end of the month (31 July, 31 January); the agency's paper form says within 30 days. Late penalty
10% of the amount due, minimum $10, if the report and fee are not filed within 60 days after the end of the semiannual period · "a collection fee of 10% of the amount due, but not less than $10.00 in any event, shall be assessed" · (N.J.S.A. 4:9-15.19) · the report is due after one month; the collection fee bites after two. If no report is filed the department may assess on the basis of previous reports

Open discrepancy — read this before you file. Two official sources for New Jersey do not agree on the following, and we will not guess:
- semiannual report due date: N.J.S.A. 4:9-15.17: on or before the end of the month following the close of each period (31 July, 31 January) / NJDA tonnage form: within 30 days of the reporting period end date (30 July, 30 January)

What this means in practice
Every state sets its own calendar, its own fee and its own filing route, and none of them warn you before a deadline passes. In New Jersey the reporting cycle is semiannual, so the work repeats twice a year for as long as you distribute there.
