Twelve times a year
North Carolina's statute is blunt: “Each registrant shall report monthly the tonnage sold.” The report is due on the 15th of the following month. For a brand selling in ten states, North Carolina alone can account for more filings than the other nine combined.
And the shortest fuse
The late penalty is 10%. The part that should get your attention is what comes after: revocation after sixty days of non-payment. Georgia's equivalent trigger is six months. North Carolina gives you two.
The registration quirk
Registration is $5 per brand-grade for products over 5 lb, and $55 for 5 lb or less — an elevenfold difference driven purely by package size. The licence is capped at $100 a year, and everything renews 30 June.
What this means in practice
