California doesn't charge by the ton. It charges by the dollar
Every other state we track bills tonnage. California bills a mill assessment on sales revenue, which means your fertilizer compliance number comes off your sales ledger, not your shipping records.
A different unit entirely
California's fertilizing materials programme is funded by a mill assessment: $0.001 × 2 per dollar of sales, assessed quarterly, under Food and Agricultural Code sections 14611 and 14613. Not cents per ton. Dollars of revenue.
Why that changes your process
For every other state, the number you need comes from the warehouse: tons shipped into that state in the period. For California it comes from finance: dollars sold. If your compliance process is 'ask the warehouse for tonnage', California will be the one that stalls every quarter.
The rest of the California picture
Licence: $100 per business location, biennial, with an extra $50 if you renew after 1 February. Registration: $100 per product label, $50 to renew, and $500 for organic input materials. The tonnage report itself is semiannual, due no later than 31 July and 31 January under 3 CCR 2321(a).
What we cannot confirm yet
The $100 figures come from the agency's own fertilizing materials guide, last revised in 2017, while the statute sets higher caps of $300 and $400. We have not been able to confirm which amount is charged today, so our California page says so in as many words rather than printing a number we are not sure of.
