Pennsylvania has two sets of dates, and they are not a contradiction
The tonnage report is due 15 February and 15 August. The inspection fee is due 31 January and 31 July. Two obligations, two calendars — and we spent a week convinced one of them was a typo.
How this looked at first
Reading the Pennsylvania Department of Agriculture's pages, you find one place saying the report and fee are due by February 15 and August 15, and another saying the fee is due twice a year on January 31 and July 31. Two official dates for what looks like the same thing. We flagged it as an open discrepancy and published it as unresolved rather than pick one.
What it actually is
They are two different obligations. The semiannual tonnage report, with its accompanying fee, is due 15 February and 15 August. The inspection fee is a separate payment on its own cycle, 31 January and 31 July. A calendar built on only one of those pairs misses two filings a year.
What Pennsylvania costs
Licence: $50 per facility and per guarantor, annual, expiring 30 June. Specialty registration: $100 per grade of each brand. Inspection fee: 17 cents per ton, minimum $25 if you distributed less than a ton. Late: $10 or 10%.
The general lesson
When two official sources disagree, the answer is usually that they are describing different obligations — not that one is wrong. But you cannot assume that: you have to read both. Until we had, our own state page carried a red box saying we did not know. That box is how this library is supposed to work.
