Wisconsin's per-ton fee rises again in 2027. Budget 70 cents, not 62
The base statute says 23 cents. The agency charges 62 plus a surcharge that goes from 5 cents this year to 10 next. If you are modelling 2027 costs from the statute, you are 47 cents a ton short.
Three numbers, one fee
Wisconsin's tonnage fee is 62 cents per ton, plus an agricultural chemical cleanup surcharge of 5 cents in 2026 and 10 cents in 2027. So the real number is 67 cents this year and 70 cents next. The underlying statute still reads 23 cents per ton with a $25 minimum, and it is superseded by what the agency publishes.
Why this trips people up
Because the statute is the authoritative-looking source and it is out of date. Anyone modelling Wisconsin from the statute alone will be short by two thirds. This is the clearest case we have found for why a rule library has to cite the agency page and not only the law.
The licence goes up too
The base licence is $30 a year, but with the same surcharge it comes to $40 in 2026 and $50 in 2027, plus $12.50 (2026) or $25 (2027) if you distribute bulk fertilizer in the state. Product permits are $25, charged once.
The year runs July to June
The annual report covers fertilizer distributed from 1 July to 30 June and is due 30 September, alongside the renewal. Late costs 10% with a $10 minimum, and a late renewal 20%.
